The retrofit range is higher than new construction for the obvious reason: someone has to work around a house, a driveway, existing landscaping and a tank that is already in the ground, and then dispose of what comes out.
The annual figure is the county's estimate and it is a substantial one — over ten years it is the same order of magnitude as another system. Budget for it from the start rather than being surprised in year two.
What the standard requires
An ENR-OSTDS — an enhanced nutrient-reducing onsite sewage treatment and disposal system — has to achieve at least 65 percent nitrogen reduction. That is a performance standard, not a brand.
Which systems qualify
The Florida Department of Environmental Protection lists three routes to the standard:
- In-ground nitrogen-reducing biofilters (INRBs). A passive approach: the treatment happens in engineered media in the ground rather than in a powered tank. No blower, which means less to fail and less to run.
- Florida-approved NSF 245-certified aerobic treatment units. A powered tank that puts air into the effluent. Well understood, widely installed, and dependent on a working blower.
- Florida-approved nitrogen-reducing performance-based treatment systems. Engineered to a design for the specific site.
Which of these suits your lot is a site question — available area, water table, where the house sits, whether you want a machine in your yard or not. Any of them, correctly installed and maintained, meets the rule.
What the price should include
- Site evaluation and system design
- The permit through the Florida Department of Health in Indian River County, Environmental Health
- The unit or media, tankage and any pump work
- Removing or abandoning what is being replaced, where applicable
- Installation, restoration of the ground afterward, and final inspection
Ask for the quote broken out this way. A single number with no components in it is not a quote, it is a position to negotiate from.
A worked example
A 1990s three-bedroom house in Sebastian, inside the program area, no sewer project on the street.
- ENR retrofit, mid-range quote: $20,000
- County or state grant available toward it today: $0
- First-year total: $20,000, plus the annual contract
- Years 2–10 at the county's estimate: $1,200–$2,000 a year, so $10,800–$18,000
- Ten-year total: roughly $31,000–$38,000
Compare that to doing nothing until the field fails in 2029. The same retrofit is still required, the price has had three more years of inflation on it — the county has said directly that costs climb the longer owners wait — and by then every installer in the county is booked against the same deadline.
The one saving available
There isn't a grant, but there is timing. You are choosing the year, the contractor and the system while there is no queue. In 2029 you will be choosing none of those things.
